			<content:encoded><![CDATA[<p>New Year&#8217;s Eve fell on a Saturday this year and Dallas Police were preparing for a substantial number of drunk drivers on the roads. Fortunately, this was not the case.</p>
<p>The Dallas Police have reported that over New Year&#8217;s weekend there were 31 arrests relating to drunk driving, which is three less than the previous year. Also, this year the police saw a rise in the number of people who were willing to participate in the breath tests.</p>
<p>The holiday weekend was also a no-refusal weekend, where police are able to obtain a warrant for a person&#8217;s blood sample if they refuse to voluntarily give one. Last year the police obtained 10 warrants for blood samples and this year only six warrants were requested.</p>

			<content:encoded><![CDATA[<p>33 year-old Dustin Byfuglien has been charged with boating while intoxicated on a residential lake near his home in Minnesota. Byfuglien is a player for the Winnipeg Jets, and his drunk boating charge could hinder his abilities to enter Canada.</p>
<p>The hockey player was pulled over late last month on suspicion of drunk boating. The officer administered a breath test, which Byfuglien passed with a 0.03, which is below the 0.08 legal limit. However, the officer decided he wanted the man to take a blood or urine test and took him into custody. At the station, Byfuglien refused to be tested, which resulted in a misdemeanor charge. He currently faces charges of not having his boat&#8217;s navigation lights on, operating  a boat with an insufficient amount of personal flotation devices, along with boating while intoxicated and refusing to submit to alcohol testing.</p>

			<content:encoded><![CDATA[<p>A 39 year-old mother from New York is facing felony DWI charges after she was found driving drunk with her 2 year-old daughter in the car. The woman was pulled over early last week with a blood alcohol level of 0.28, more than three times over the legal limit.</p>
<p>She was pulled over after officers noticed her driving 20 mph under the speed limit, swerving between lanes several times, and idling at a stop light for two cycles. She failed several field sobriety tests before law enforcement administered a breath test. Driving while intoxicated with a child younger than 16 years-old has become a federal offense, called Leandra&#8217;s Law, after an 11 year-old girl was killed in a car accident when her friend&#8217;s intoxicated mother drove them to a sleep over.</p>

			<content:encoded><![CDATA[<p>A 29 year-old driver from Arlington has been charged with intoxicated manslaughter after he caused an accident that killed a fifth grade boy last weekend. The 10 year-old boy suffered from blunt force trauma after the man drove past a stop sign and struck the vehicle driven by his mother. The boy&#8217;s mother was taken to the hospital with non life-threatening injuries.</p>
<p>The man is currently behind bars in the Arlington City Jail on a $50,000 bond. Blood tests are still pending for the driver, but police have already charged him with two other charges of intoxicated assault. This is the 21st alcohol related death this year in Arlington.</p>
<p>Our deepest sympathies are with the family and friends of the young boy who died  in the accident.</p>

<p>The accident occured when the 30 year-old man sped through a school zone after he had been drinking. He then crashed into the car of 52 year-old man. The man died from his injuries a few days later.</p>
<p>The drunk driver plead guilty and expressed deep regret and guilt over the accident. He was sentenced to eleven years in prison.</p>

<p>This man&#8217;s history of DWIs has left people questioning how the man is still driving legally. He has previously been convicted of 14 DWIs. In Texas, a license can not be revoked forever. Officials explain that a drivers license is automatically revoked after every DWI conviction, but their is process that a person can undergo to regain their driving privileges.</p>
<p>Any DWI conviction after your offense are third degree felonies, which is a $10,000 fine and can be up to two to 10 years in prison. After two convictions, the third one can be enhanced and a sentence can range from 25 to 99 years in prison.</p>

However, the expensive revamp might be too much for taxpayers to shoulder.</p>
<p>If the Dallas police get their wish, the ubiquitous Breathalyzer would no longer be used.  While the blood test would be the most accurate way for officers in the field to measure blood-alcohol level, it would also cost about $360,000 every year, which may be out of the budget.  If the city does decide that the move is in the budget, it could change the way DUI cases are handled.</p>
